Hiring an illustrator for a children's book

This month I've had a number of inquiries about illustrating children's books. At this time I only accept children's book illustration work via publishers, but I can tell from my conversations with the writers that there are some misconceptions about the process of getting published. I thought it would be good to write something about hiring an illustrator for a children's book.
